  That’s the Safe mode patch that was supposed to let admins control safe mode — but launched PCs in safe mode, instead. Took a month to fix it.

  The easiest way to fix the problem is to uninstall the bad patch.

  UPDATE: If you don’t see any problems with Outlook 2010 on your machine, there doesn’t appear any reason to uninstall the patch.
