how does outlook decide which is which

Rules that can be completely executed by the server are server-side. For example, move to another forlder in the exchange store, out of office assistant, etc.
Rules become client-side when something in the rule has to be done locally, such as, moving to a pst, playing a sounds, performing a custom action, etc. -
