It’s impossible for Microsoft not to know KB4474419 has no prerequisites (other than SP1). It’s impossible for them not to know KB4516655 (and later versions) has two.
The MS “2019 SHA-2 Code Signing Support requirement” bulletin states

Stand Alone security updates KB4474419 and KB4490628 released to introduce SHA-2 code sign support.
What on earth could make a September 2019 SSU prerequisite to a March 2019 Update?

On a side note your sequence of installing 4516655 and 4474419 is questionable.

Also you can fix Code 080072EFE independent of a Servicing Stack Update, but you can’t install Updates newer than July 2019 without KB4490628.
Also recommended is immediate installation of KB4474419.

Your best option is to download and install the March 2016 Update Client:
Windows Update Client for Windows 7 and Windows Server 2008 R2: March 2016
And no, you can’t reinstall Windows XP and get updates anymore. For another reason.

AskWoody LoungerAn appropriate version is one at least as current as 7.6.7600.320, released June 2014. Windows Update used to install this one on its own, but has stopped doing so in January 2021. You can never break anything by installing this or any later version, such as KB3138612. The Windows Update Client per se is not depending on any particular Servicing Stack Update.

Unlike before, you must install an appropriate verison of the Windows Update Client, like KB3138612:
Windows Update Client for Windows 7 and Windows Server 2008 R2: March 2016
The SHA-2 related updates are of significance to installing post-July-2019 updates only.

Windows Update in Windows 7 RTM cannot be recovered.
Windows 7 SP1: Windows Update does not work. That is despite the effects of the SHA-1 based endpoint deprecation not applying.
Windows Update in Windows 7 SP1 can be recovered by installing an appropriate version of the Windows Update Client, like the March 2016 one, KB3138612.

Service Pack 1 can no longer be obtained at Windows Update.

The Windows Update Client does no longer offer to update itself, even with SP1.

AskWoody LoungerKB3172605 has stopped making a difference over KB3138612 in January 2017. Also 7.6.7601.23453 is not the latest build.
When you have KB3138612, KB4474419 and KB4490628, you have all you could possibly need at reinstalling.
No 3020369, no 3172605 and no sequence of installation is required anymore.
The “Search for Updates takes forever” issue is dead and gone.
