AskWoody LoungerThat is due to an MBR peculiarity called extended container. When the fourth primary partition is created on an MBR disk, it’s an extended container which Windows cannot resize. It’s one of many cases KB5028997 does not cover, but being specific to MBR it’s practically too rare to mention.

Without an existing recovery partition Windows RE may be enabled on the Windows partition and KB5034441 may succeed.
The reason KB5034441 always will fail for is Windows RE disabled.

It seems not to be understood by some that the Media Creation Tool is not some free upgrade tool to be written off, but continues to be the only official way of obtaining Windows 10 including an iso file for Windows 7 thru 11. The Media Creation Tool continues working by default in Windows 8.1 despite the free upgrade offer discontinued there, too.

AskWoody LoungerYou are still not getting the point that error 0x80072F8F – 0x20000 (ever get the idea someone might abbreviate the number?) means the tool is not running at all. “We’re unable to run this tool on your PC”. We’re unable to run it. Whatever this tool does, we’re unable to. No key verifying has been done at this point. But then the tool does not do any key verifying anyway because the tool is not upgrade only. It’s also creating installation media (iso file, USB drive). Remember it’s called the Media Creation Tool?
The issue with 0x80072F8F – 0x20000 is that it’s the default behavior in Windows 7 and 8 since version 21H1. The tool not running is the default response. Nothing at all done but checked for TLS 1.2.
It does not matter if KB3140245 is from 2016. It is required to run the tool. So yes, they made a 2016 optional update the prerequisite for a 2023 tool.
You can speak to error 0x80072F8F whatever after enabling the TLS 1.2 protocol, not before.

Can you explain how key verification without even connecting makes sense? As far as knowing about the TLS 1.2 requirement goes, you did not and therefore made something up. And when it comes to referring to Microsoft explanations for 0x80072F8F – 0x20000 regarding the tool – they have yet to release one.
Other users have successfully upgraded prior to Media Creation Tool version 21H2.

This error occurs if Windows has trouble connecting to the online activation service and can’t verify your product key.
You’re most likely getting that particular error because, as of Sept 20, Microsoft deactivated the servers used to activate Windows 10 & 11 using older Windows 7, 8, or 8.1 product keys.
Windows 11 and 10 no longer activate with Windows 7, 8 keys
This means the ONLY way to now upgrade from Windows 7 to Windows 10/11 is to buy a license.
This is not correct and based on guessing. The tool does not conduct key verifications. The issue is not related to any recent deactivation as it is more than one year old.
The Media Creation Tool requires the TLS 1.2 protocol enabled.

AskWoody LoungerWell yes. You can’t upgrade for free anymore, but you can still upgrade. And basically you can’t obtain an iso other than by having the MCT create it, even for clean installing.
Enable the TLS 1.2 protocol. Running the Media Creation Tool requires TLS 1.2 enabled.
Update to enable TLS 1.1 and TLS 1.2 as default secure protocols in WinHTTP in Windows
