My guess would be that you’ve somehow turned off screen expansion. Most laptops will have a setting somewhere to choose between stretching a screen like the lo-res boot screens to fill the whole screen, or displaying it unstretched and surrounded by black. (Maybe even a third choice to stretch but keep the aspect ratio correct).
In my Thinkpad laptop it is in BIOS and called “HV Expansion”.

You might need to get rid of the Recycle Bin on the drive first. To do that, empty the Recycle Bin then right click on its icon and choose Properties. On the Global tab choose “Configure drives independently”, then on that drives tab choose “Do not move files to the recycle Bin”. You can now delete the Recycle Bin from the drive.

You can then delete the System Restore folder. Go to the System Restore tab in System Properties, click on the drive letter of the backup drive, click the “Settings” button and choose the option to “Turn off System Restore on this drive”. You should then be able to delete the folder.

If the drive is removable, both the Recycle Bin and System Restore folders are liable to return when the drive is plugged back in though.

Try rebuilding your icon cache. The easiest way to do this is to go to the Settings tab of Display Properties and change your Color Quality to “Medium (16 bit)” then back to “Highest (32bit)”.

Now there is a problem with missing or corrupted python libraries, whatever those are.

To make matters worse, Corel now wants me to pay for tech support for a product I continue to upgrade.

This problem in Paint Shop Pro is usually solved by deleting the registry settings for that version of PSP, which then rebuilds its registry on the next restart. This Corel Knowledgebase article gives a step by step method for PSP 8 and 9. Post back if you have a different version… the procedure is the same, but the utility to download may be different.

Rather than contact Corel support, which has been outsourced and cost cut to the point of near uselessness, try one of these user forums…
      1. The best is the Corel NNTP newsgroups. You’ll find clickable links to all of them about half way down this page.
      2. The Paint Shop Pro User Group forums.
      3. Corel’s PSP web forum..

When I’ve done this in the past I’ve had great success using Terabyte Unlimited’s CopyWipe (http://www.terabyteunlimited.com/copywipe.php).
Completely free and available in versions that run under Windows (if you’re not copying the Windows drive), make a bootable floppy or CD, or can be added to a bootable BartPE disc.
Automatically resizes the partitions on the old drive to fill the new one.
