Microsoft does not encrypt pcs if they only have local accounts. The problem is when anyone ranging from your grandkids to the IT technician logs in with their Microsoft account as an additional user on that same PC the bitlocker is activated and the backup key is stored in their account.
Let me be very clear on this: Microsoft does encrypt when you log on with a Microsoft account. It does not encrypt when you log on with a local account.

ManagerOn the 23h2 platform did you use any third party file explorer or any other tools not necessarily adjusting patching, but adjusting anything else?
I would roll back as this doesn’t sound normal – like permissions aren’t quite right.

ManagerI have 2019 Domain controllers here and have not seen it personally. I will ask around if anyone else has seen this.
KB5055662 — that’s a SSU for Server 2012 R2 can you confirm what was installed?Google hit the wrong KB. You are referring to the fix for auditing. I have not installed that and I would not have installed both updates at the same time. Pick one or the other. https://support.microsoft.com/en-us/topic/april-11-2025-kb5058922-os-build-17763-7240-out-of-band-84e282b6-22b9-45db-80c0-d485b8c254bc takes the place of the April 8th update.
