      The info in the log file produced by KB 4099950 is probably correct info for the time that that instance of KB 4099950 was installed by you. Later, you probably installed KB4093118 and rebooted, after which the pci.sys version should be newer.

      I believe that this is an urban legend.

      You probably ran the instance of KB4099950 that produced that log file before you installed KB4093118 and rebooted.

      It seems that Microsoft released a new version of pci.sys in the March 2018 updates because there was an undocumented fix for another issue involving pci.sys (reference).

      I’m not aware that KB 4099950 can update file pci.sys.

      ‘I’m still seeing complaints about “The User Profile Service failed the logon” bugs, but MS has addressed that problem here.’

      That’s not a new update. As of around January 1, 2018, the article https://support.microsoft.com/en-us/help/947215/you-receive-a-the-user-profile-service-failed-the-logon-error-message had been last updated on April 21, 2017.
