This is my post. Thanks to the moderator for cleaning up the mixed fonts. It looks a lot better now.

Hypothesis: Windows 10 Defender is turning off Metering hence Windows 10 Updates are installing. I believe this happened to me while I was trying to prevent KB4023057 and KB4023814. (Windows 10 Home 1709)
I have Windows10FirewallControl so I can block Defender except when I want to update definitions.

This did not work on Windows 10 Home 1709. To remove KB4023057 and KB4023814, I had to Settings, Recovery, Reset without re-formatting. It is draconian because I have to re-install non-operating system software.
