My system has updated Microsoft 365 Apps for Enterprise to 16.0.13029.20342 (yes, gone backwards from 16.0.13029.20344) and now attachment blocking is working. On another system running retail Office 2016, it applied some updates (now 16.0.13029.20342) and also started working.

    • Have just noticed that Outlook (16.0.13029.20344) is no longer honoring the Level1Add attachment blocking setting. Rolled back to 16.0.13029.20308, 16.0.13001.20498, 16.0.13001.20384 and 16.0.13001.20266 – still no good. Finally rolled back to 16.0.12827.20470, works again.

It didn’t make any difference whether the value was in HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft\Office\16.0\Outlook\Security or HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\16.0\Outlook\Security.

Procmon shows Outlook.exe fetching the key.

I can’t find any mention of changed behavior for this, and it’s hard to believe it’s a bug that has survived four or five new builds.

      Anybody else seeing this?
