    • I’m setting up a new Windows 11 PC today and the “trick” no longer works. I tried a@a.com and no@thankyou.com several times and it just goes back to the Microsoft sign-in page.

      I unplugged the network cable and rebooted with “oobe\bypassnro” as suggested by Bob. Then I was able to create a local account.

      It downloaded quickly for me. Maybe download it from a friends house and use it on your computer to troubleshoot your network connection.

      Thanks EP. I uninstalled KB4549951 and rebooted and reinstalled drivers and they installed normally and printer is working again. I looked at updates before but I got the dates installed confused.

      KB4560960 – Not installed
      KB4556799 – Not installed
      KB4550945 – Not intalled
      KB4549951 – Yes installed (this was the culprit)

      I know we printed some stuff in March and April and KB4549951 is an April update. I thought we printed stuff after this update was installed but no. I have updates delayed 30 days in group policy so KB4549951 installed on May 16. We didn’t print anything in May and found problem in June.

      I’m guessing the May updates will install in a few days and break the printer again and this time I will be aware. Maybe the July updates will be better. Thanks everyone for your ideas and replies.

      Yes I used the drivers from the HP website. I think I have installed drivers 4 different ways and they should be the same software. Unplug printer and remove and uninstall all HP printer software I can find and reboot and then install driver.

      Some printer install methods I tried:
      a) Download basic driver and install. This started the scenario where the HP screen prompts me to plug in the printer and I plug it in and then I think Windows installs what it wants to.

      b) Use HP Print and Scan Doctor to install full driver package. It prompts me to fix printing by installing the full package. Later in the process it asks to plug in printer but doesn’t recognize the USB connection.

      c) Run full driver package by itself and install. Either the Print Doctor or the Smart App put a copy in the downloads folder. None of these has fixed the printing but I can save a scan from it. Windows sees it only as a scanner but we need it for printing.

      d) Use HP Smart App to install and it also installs the full driver package. The HP Windows 10 support page for this printer recommends using the smart app.

      Thanks for all the replies. I’m still striking out. I couldn’t find an install disk and the printer may not have come with one. My computer doesn’t have a DVD drive so an install disk wouldn’t help. I’m using the latest drivers from HP and the HP Print and Scan doctor downloads them for you if you use it.

      I read Alex5723 ghacks advice and if I understand correctly I should just have to reboot computer with printer plugged in? You have to “connect the USB printer to the PC and power it on before Windows is started”. I did this a number of times plugged and unplugged.

      I also unchecked ‘Allow the computer to turn off this device to save power’ for Device Manager USB.

      During my reinstall today I found I have a working scanner but not a working printer. There is no ports tab in the properties window. In Devices and Printers and Settings Printers and Scanners I see HP 3700 series and Windows says “it is working properly”. The HP installation software or Windows installed it as scanner with no print options.

      I scanned a document to my computer so the USB connection is recognized now. I seem to have a working USB connection to the device and I’m back to how do I get the correct print driver installed or how do I get the driver to work correctly?

      It’s only been a few months and we should have the install disk here somewhere. Those might be the same drivers as the HP website but I can try that with the next unplug and uninstall if we can find it.

      Yes. Unplug printer and uninstall in Control Panel Programs and Features and use Print and Scan doctor which is supposed to install the HP drivers.

      The last 2 times I uninstalled there were no HP printers or drivers in the Drivers and Printers sections in Print Managment.
      –  Control Panel >> Admin Tools >> Print Management >> All Printers >> delete printer
      –  Control Panel >> Admin Tools >> Print Management >> All Drivers >> delete printer driver

      Thanks PKCano for your reply and knowledge. That setting is already unchecked. It says “Let Windows manage your default printer”.  I remember changing the default printer in Devices and Printers from HP 3700 to Cute PDF and back and I think I got a prompt to disable Windows default printer management and maybe it unchecks the box when you do that.

      I tried the sequence you described with the Print and Scan doctor and the basic driver. I remove the printer and wait for the HP install screen to tell me to plug in the printer and I plug in the USB and then it seems Windows immediately installs with popups appearing in the lower right part of the desktop saying it is installing then it is installed.

      Meanwhile back on the HP install screen it says it can’t find the printer. There is a picture of a computer and printer with a red X on the cable between them. The HP 3700 shows in Devices and Printers as a scanner with no printer options or properties. It looks like unchecking the “Let Windows manage your default printer” box doesn’t keep Windows 10 from installing a malfunctioning driver.

      How can I force Windows 10 to use the correct driver if that is the issue?

      Thank you Amy and Susan for checking into this. Would you also include Server 2008R2 in your research?
      Does the extended support after Jan 14, 2020 include Server 2008R2 or is it just Windows 7?
