when the KB4023057 Update Health Tools & KB5001716 updates are installed, it’s “fair game” for Microsoft to update PCs with KB4023057 & KB5001716 updates installed without any user intervention to newer Windows version
need to hide/block both the KB4023057 and KB5001716 updates in order to keep the currently installed Windows version

should have also used GRC’s InControl app along with setting that “group policy” to ensure those PCs do not get unexpectedly updated to Win11 24H2
AND NOT let that KB4023057 update health tools thing and the KB5001716 update (like block/hide any version of KB4023057 and KB5001716) get installed at all

As explained by Microsoft on its Learn website, the updated list of supported CPUs is for OEMs and not for the users. The list is an instruction from Microsoft to OEMs about what Intel processors to choose to build new systems with the Windows 11 24H2 update. Removal of those chips simply means that Windows device makers will now have to get at least Intel 11th Gen to launch new systems with the Windows 11 24H2 update.

This is the first step.
I would wage that 25H2 won’t support 8th-gen, 9th-gen, and 10th-gen processors for customers.WRONG!

you could use the Win11 23H2 ISOs from that link (even though they only have the November 2024 cumulative updates included). but that site will no longer publish new 23H2 ISOs with newer updates though
therefore, download & use at your own risk when going to that site as the rest of us here are not responsible if things go sideways

AskWoody_MVPRufus gives the same warning for ISO files that are downloaded directly from Microsoft and, as the warning states (note: highlightling is mine):
will produce a “Security Violation” screen, when Secure Boot is enabled on a fully up to date UEFI system.
So, unless the PC you intend to use it on has Secure Boot enabled, it won’t cause a problem.
BTW, the fact even “official” Microsoft ISO downloads cause the same warning means Microsoft hasn’t even updated their own ISO files with a new version of the bootloader!
this is normal behavior for Rufus (aka. “by design”) only with ISOs for Win11 23H2, Win10 22H2 and older Windows versions. the “warning” does not show up with Win11 24H2 ISOs as the updated bootloaders are included in the 24H2 ISO images.

AskWoody_MVPI checked my own Asus Prime Z790-V and there is a current BIOS update to ver. 1813 dated 2/11/25. After I updated, out of curiosity, I looked up one of the models listed, the X415KA, and while the BIOS update listed by Asus is noted as being critical, updating to ver. 311, it was posted on 11/20/24!

while the Asus X415KA laptop got a bios update in late November 2024, the X515KA model, on the other hand, got a recent bios update in early February 2025.
