AskWoody_MVPonly the late March preview update KB5053657 for Win11 23H2 has “fixed” a similar usb printer problem:

This issue was resolved by Windows updates released March 25, 2025 (KB5053657), and later.
best to wait for the upcoming April 2025 update come April patch Tuesday 4/8, which will include the fix from KB5053657.

better yet, why not run a Windows 10 LTSC OS on non-compliant Win11 hardware?
only non-LTSC based Windows 10 editions go EOL on October 2025.
Windows 10 LTSB 2016 goes EOL on October 2026
Windows 10 LTSC 2019 goes EOL on January 2029
& Windows 10 IoT LTSC 2021 goes EOL on January 2032 -

AskWoody_MVPEpson does not seem to have any Drivers for this model beyond Windows 10.
are you really sure about that?
this Epson support page link suggests otherwise (covers Win11 also). expand all the sections and look at the all the downloads there.
or contact Epson tech support and ask if your Perfection V600 Photo scanner will work correctly with Windows 11 with the provided drivers on the Epson support site

And if MSFT stops the updates, they offer them to be downloaded and installed manually.
highly unlikely, MS will actually do that as it may upset a lot of Win11 users.
the only updates that MS will not be offering to non-supported Win11 users are the big “feature updates”. the cumulative security and non-security preview updates will continue to be offered to Win11 users for both supported and non-supported hardware. -

it really depends on local lawmakers & legislators to pass laws that either abolish the daylight time changes or be in daylight time permanently.
such bills in the USA have been introduced in Congress but have been “stuck in limbo” or have been “deadlocked” and things have not changed, so the time changes will continue on for most US states.As of November 2023, a number of state bills have been introduced, and a bill in the US Senate has been reintroduced. None have passed in Congress. Until a DST bill is passed in both the US Senate and the US House of Representatives, and then signed into law by the President, nowhere in the US will have permanent daylight time (and standard time is mandatory in all parts of the country, for either the “winter months” or the full year, depending on state law).Most of the United States will continue to change clocks twice a year.
if OP does not like the daylight saving time changes, that person should relocate or move to a province or region that never observes such daylight time changes. In this case for the USA, go live in either the state of Arizona or Hawaii, where these two US states have chosen to always be in standard time and never observe daylight saving time.
edit: I do not mind either way as I am used to the daylight saving time changes.
Until US Congress passes a law that is approved in BOTH the US House and Senate AND officially signed into law by the current US President, things will remain the same for now with the daylight saving time changes for most of the USA.

It was popular with 79% of Americans but that popularity dropped to 42% in 3 months. This was mainly due to dark mornings, which is what what you get from DST. The program was ended early in October of 1974. DST is a program that has not delivered on promises to save energy, is not needed by the farming industry, and is dangerous to our health. It is time to eliminate it and I will gladly do my part to ensure all systems I manage are compliant.
the only 2 US states that do not observe daylight saving time in the USA are Arizona and Hawaii

when the KB4023057 Update Health Tools & KB5001716 updates are installed, it’s “fair game” for Microsoft to update PCs with KB4023057 & KB5001716 updates installed without any user intervention to newer Windows version
need to hide/block both the KB4023057 and KB5001716 updates in order to keep the currently installed Windows version
