Thanks for the fast response.  Yes, you’re correct in the setup.  It’s only Outlook with the incorrect counts.  The IOS devices are all correct.  I’ll try the mailbox repair as well as recreating the profile if it doesn’t work, later today.  I’ll report back with the results.

Jwoods – the article you recommended indicated that the error comes from a missing recovery partition (which the install never created). It referred me to a different article on how to restore the Windows RE, which I’m reviewing now.
