    I’ve been told that this version can also be used as an upgrade to an existing ME system. Is this true?

      Yes, but you’d be much, much better off doing a clean installation of XP SP2 than an overlay. Windows ME wasn’t exactly known for its stability.

        I agree completely but in this case there are several programs installed that the user needs but no longer has the program disks.

          Depends on how the OEM version was acquired. OEM vendors such as Dell, HP, etc. tie the OEM OS to a particular machine. In this case you’ll not be able to use it on another PC. You should be OK if it was acquired as part of a hardware upgrade of some sort.

          Just be sure to back up the machine before starting the upgrade process.
