xmlinst.exe (XpHeSp3)

On startup, as from yesterday afternoon we get an error message on Pc1 that the xmlinst.exe file cannot be found. Now this only occurs on this Pc. The other machine is also updated with Sp3 but does not generate this error message.
Can anyone help or shed light on this annoying error please?

You can download XMLInst.exe from Microsoft: Xmlinst.exe Replace Mode Tool. Don’t open the file but save it in C:WindowsSystem32.

I had a search through the microsoft site and tired this:
2. Next, register the DLL files you want to use.

a. To register Msxml.dll, type the following command, and then press ENTER:

regsvr32 msxml.dll
b. To register Msxml2.dll, type the following command, and then press ENTER:

regsvr32 msxml2.dll
c. To register Msxml3.dll, type the following command, and then press ENTER:

regsvr32 msxml3.dll

I tried option c and after a re-start it appears to have solved the problem.
