    After a Windows update (KB5014699 & KB5015429) Word 2013 will not start and gives a pop up saying “Error  The operating system is not presently configured to run this application”

    Other Office applications launch correctly

    Have tried sfc/scannow, DISM and Office repair.

      There’s an expert answer in Microsoft Community at Word 2013 – The operating system is not presently configured to run this application, but no known cause yet.

      Just helped my Aunt Thursday with splitting her two Outlook 2013 accounts into two different profiles (she wanted it to work the same way as her old LiveMail where each account had its own separate set of folders/messages) and I opened Word 2013 so I could use copy/paste for the individual account info and it worked just fine.

      Her system was “upgraded” from Win7 Home to Win10 Home a few years ago and she’s current running 21H2 build 19044.1766.

      It also includes all the various “Office Compatibility Packs” (and their security updates) that Microsoft has issued over the years that allows Office 2013 to open the newer versions of Office files (i.e. docx, xlsx, pptx, etc.)

      my problem seems to be machine specific, the other PC running Windows 10 and patched to the same level has no issue opening Word 2013

      Update it is fixed

      I deleted the shortcut on the desktop which had stopped showing the Compatibility tab

      Went to the Start menu, then Office 13 and then Word 13, it ran. Should have checked the obvious first.

      Used that to create a new desktop shortcut which under Properties now shows the Compatibility  tab

      many thanks for the responses, they led to finding a simple fix

      final follow up.

      I checked the newly created shortcut and after right clicking the file location pointed to appvlp.exe.

      rechecked running Winword.exe directly and it still fails with the same error.

      Still it now works.

      appvlp.exe (Microsoft Application Virtualization Virtual Process Launcher) is part of Office 365 not Office 2013.

      Are you “sure” the Word opened by the shortcut is actually Word 2013?

      Hi

      The link in the shortcut turns out to be:

      “C:\Program Files\Microsoft Office 15\root\client\AppVLP.exe” “C:\Program Files\Microsoft Office 15\Root\Office15\WINWORD.EXE”

      Only had Office 2013 installed

      However when checking the Excel shortcut the link is:

      “C:\Program Files\Microsoft Office 15\root\office15\EXCEL.EXE”

      The link on the previous Word shortcut was “C:\Program Files\Microsoft Office 15\Root\Office15\WINWORD.EXE”. So something changed after some Windows updates to cause thi not to work.

      I have had a lot of trouble with Microsoft Office shortcuts, which seem to get special processing by Microsoft. For example, after an update one time, they got clobbered. Specifically, I desire Office application shortcuts on my desktop. First I figured out where Office was installed, then once in the folder, I created shortcuts myself to the programs I wanted.

      For my WORD application, for example, the shortcut points to:
      “C:\Program Files (x86)\Microsoft Office\root\Office16\WINWORD.EXE”
      …for my 32-bit version of Office. No “AppVLP.exe” here.

      So I almost never use the shortcuts or menu items Microsoft creates for Office.

      More complications with Microsoft Office include multiple versions installed, different generations, different licenses, 32 verses 64 bit, update method, install location, etc. A huge difference is the type of license you have: cloud subscription verses perpetual license and also entitlement license level (Home/Plus/Professional/Etc).

      Windows 10 22H2 desktops & laptops on Dell, HP, ASUS; No servers, no domain.

      So this turns out to be the solution, which is to roll back the Office update.
