Odd that they mention the .NET previews

… and I think there is a mistake in the paragraph below.
See the inconsistencies between the title and the description in relation to the products.

        This is quite funny.
Windows 7 / 2008R2 did not have a preview for July 2017 released at the regular date.
        Windows 8.1 / 2012 R2 had previews.

On the Windows 7 SP1 and Windows Server 2008 R2 SP1 update history page at
        https://support.microsoft.com/en-us/help/4009469
now there is a placeholder KB4025340 for the preview with the following description:

        https://support.microsoft.com/en-us/help/4025340
There are no new addressed issues for this release. Please download KB4025341 (released July 11, 2017) until the next update is available.

The plaeceholder KB has a number less than the previously released update.

There is also an out-of-cycle release KB4025334 for Windows 10 1607, available only in the Catalog. Again the number is lower than the previously officially released update.

Since KB894199 has not listed some updates in the past month or so, other sources of Microsoft update information are welcome. I know of Komm’s Windows Update Checker update lists: Windows 7 x86, Windows 7 x64, Windows 8.1 x86, and Windows 8.1 x64.

It is interesting that KB4034335 is documented as being released on Monday, August 7, 2017, Deployment: Recommended/Automatic Updates
        Classification: Updates, Non-Security
Target platforms: Windows 10 Version 1703

but I don’t see it anywhere, in WSUS or offered to Windows 10 1703.

I am wondering if this is one of those so-called ZDP updates or dynamic updates (which is essentially the same thing with ZDP).
The size 27KB would indicate a minor fix/flag set somewhere which seems to be the case according to the KB.
We’ll find out tomorrow if it will be released as part of the Patch Tuesday.

KB4034335 article indicates it’s WU only, and in limited circumstances:

          Symptoms:
After you upgrade to Windows 10 Version 1703 with compatibility mode enabled and set to Windows 8, some system applications such as Edge, the Start menu, and Cortana crash on startup or don’t work as expected.

I think you are right about the “limited circumstances”.
This is what a ZDP (zero-day) patch is actually.
During an upgrade or any other type of software installation, the installer would search the internet for known issues and apply existing patches if suitable and available. Installers used to ask before doing so, however these day it happens in the background and the lookup silently fails if Internet is not available, while the installer goes ahead with whatever is available on the installation disk or standard upgrade patch.
ZPDs can be synchronised on WSUS, but in general there is no point except for very secure and controlled environments which do not allow downloading any installer type from the internet. Those environments do not do upgrades in place regardless.
