How do I remove Windows Picture and Fax Viewer?

Whenever I double-click on a .jpg file in Windows Explorer the “Windows Picture and Fax Viewer” pops up and shows the picture. (See attachment.) This is IN SPITE OF the fact that Windows Explorer shows that PaintShop Pro is associated with this file type (Tools | Folder Options | File Types tab).

BTW, double-clicking on a .jpg attachment in an e-mail (Outlook) launches PaintShop Pro as expected.

The way I got it to stop using “Preview” was to right-click a JPG in Windows Explorer, select Open With and then CHOOSE PROGRAM at the bottom of that next screen. I’ll try an attachment to show you that at the bottom it says: “Always use…..”
