It’s the same way they are handling the updates – reissue with the same KB number.
They want you to get used to the fact that, what happens, happens.
And you didn’t have any say in the matter anyway, so you don’t need notices. -

Last night, Microsoft updated a blog post that was originally posted 11 days earlier. This marks the second time they’ve released news to this post by editing the post, and the company seems to be clueless about the fact that these updates are basically sent into a black hole: Without issuing a new post, no one will ever be alerted to the news.
It wasn’t new news yesterday. The news was already in that original blog post 12 days ago:
Check your Windows Insider Program settings
With the Windows 10 November 2019 Update now being finalized, we are planning to move Windows Insiders in the Slow ring forward to 20H1. We are looking to make this change in the coming weeks. Now is the time for you to verify your desired Windows Insider Program settings by going to Settings > Update & Security > Windows Insider Program to ensure you are on the ring you want to be on before this change occurs. If you are an Insider who wishes to remain on the November 2019 Update – you will want to switch to the Release Preview ring.There was an additional hint was in the 10/21 update:
