I have just installed some older 32-bit software with a .hlp file on my Windows 7 64-bit system. The software directs me to a page on the Microsoft site with a download for a validation code creator that, when it opens, reports that it is out of date.
After a lot of searching and looking at pages for older versions of Windows (as Microsoft was helpful enough to inform me without directing me to the right page), I found:
Required Activex control is downloadable here (and it may be necessary to open this in Internet Explorer, I’m not sure:

Then I had to find the right version of the utility which opens .hlp files.
