This is the Windows 7 Pro version of KB4493132 to notify the user about Win 7 End of Life.

Looks like if you manually set the GWX blocks in the registry years ago they are using the same ones to block this.  Additionally it’s only a recommended update so if you’re set to important only it won’t get installed.
