Windows “Action Center” says neither Windows nor McAfee Antivirus Plus is running antispyware, antivirus, or firewall security. When I click on Windows or McAfee to perform these functions, nothing changes.

When I check McAfee, it shows that its firewall and real-time scanning are on.

Can someone more knowledgeable than me suggest a course of action here? Should I believe Windows or McAfee? Is it likely that my pc’s security has been compromised?  Should I uninstall McAfee (if I can) and install Bitdefender, which I have on our other Win7 pc? Or is there a simpler, quicker, more reliable fix for this situation?

Open McAfee and look at the settings.
When was the last program and definition update?
Is real time scanning turned ON?
      Is the firewall turned ON?
Can you run a manual update?

Compromised probably not. Do you experience this effect where manual updating may work once, and yet all on-demand requests fail except navigating most of the McAfee interface?; It is possible that Antivirus Plus installed updated versions of the scanner, firewall, etc. modules which are not compatible.

You can try to reinstall McAfee Antivirus Plus or just change over to Bitdefender. I’ve seen advisement to have a system image backup handy in case uninstaller fails or there isn’t one listed in Programs and Features (@mn-), in either case you will need to also get and run the MCPR cleaning tool.

The McAfee support site system requirements page says that technical support for Windows 7 is now “best effort”.

      Windows security not working? Huh!?

If you have Bitdefender and are familiar with it, I would use that . Support is difficult(accent) and it is a complicated proggie but I like it. . Just my opinion.

better make the switch to BitDefender since McAfee support on Win7 recently is limited (and may eventually drop Win7 support altogether)
