      To be able to sent email, Windows has to have an email program set up on the computer.
      Win10 sets the Windows Mail App as the default program, but you are not using it and do not have it set up.
      Go to Settings App\Apps\DefaultApps and set Outlook as your default email application.
      That should allow Outlook to handle you email requests.

      Make sure Outlook is set as default in Settings Apps Defaults.
