This page lists the issues fixed by the optional update. If you are affected by one of those issues, you may wish to consider installing it.

Did you check out the topic on KB 4535996?

I don’t have any of the issues mention in this update but I don’t want it

to stay forever on the windows update section so that’s why I was asking if it is safe to install and the topic didn’t answer the question.

          I believe the gist is:

          a.) It’s safe for most

          b.) but not for all

c.) in any event, it will be included in the next Patch Tuesday, and then will “go away.”

The “optional, non-security, C/D Week” patch for Win10 version 1903 and 1909, KB 4535996, has a bunch of problems.

Neither Susan nor I ever, ever, ever recommend that you install the monthly optional updates. There’s too much downside, and almost no upside. This is a case in point.

          Refer here

If you aren’t affected by one of the issues fixed, you wouldn’t be installing it! And if you were affected, you’d be assessing whether the risk was worth any possible cost.

t may or may not be included in the next patch Tuesday or ever.
