      Something I’d try before making big changes to the PC (removing Norton, killing the VPN, etc.) is resetting the network stack.  (This is a click on the Status page of Network & Internet in Windows 10.)

      This might kill VPN clients, virtual switches and the like, but it also gives you a clean sheet to start over with the add-ons if necessary of a less complex environment for troubleshooting if necessary.

      Is this a wired connection or WI-FI?

      If it’s wireless, you should be able to look at the access point properties and uncheck “Connect automatically when in range” for any or all of them. You should only have this set for networks you trust.

      Settings > Network & Internet > Wi-Fi > Manage Known Networks > [choose one] > Properties.

      Has the user put the computer into airplane mode, rebooted and re-checked to see what network is attempting to connect? That will tell whether the computer itself is calling home to another server at boot-time. More than likely the hosts file has been hijacked to accomplish that. The user may want to use this tutorial on that subject from Malwarebytes as a possible solution.
