Dave–
She can do this with Digital Media Edition which retails at around $20 and with rebates,I have seen it down to $5-$12 at Costco. It has an analogue recorder that will convert vinyl or tape to digital files, using the sound card’s line-in jack, and includes automatic hiss/pop reduction, track splitting and editing features with easy to use wizards.
Cool Edit 2000 from Syntrillium has additional functionality she may not need at $70. With it you can also record and edit WAV and mp3 files. Here are some tips on vinyl to digital at the bottom of the page once you settle on your software.

Dave, if you haven’t already done so, you ought to check her record player to make sure there’s an “audio out” jack of some kind, or you’ll be up the creek. I’ve used Cool Edit for several years and it’s a $70 investment that’s well worth the money. And, as much as many Loungers hate it, I’ve used the free RealOne Player to burn audio CDs from MP3s saved with Cool Edit. In any case, you could do a small test of her setup (record player to sound card) using the Windows Sound Recorder, before “buying” any software. I’m far away from being an audiophile, so I’ve even taken a few records and copied some songs to cassette tape on a machine that had no audio out function. Then used another tape player that DID have audio out to record with Cool Edit. Here’s a 60-second sample: http://www.alhoffman.org/sound/creeque_alley.mp3%5B/url%5D
Edited to add: I forgot to add this URL I stumbled on the other day at Tucows. It’s only $20 but I haven’t tried it yet. http://www.audiograbber.com-us.net/%5B/url%5D
dbPowerAmp is worth checking out as well. The tools to rip and play music files are , there is also a CD burner but that is shareware ($14 USD ) but she should be able to burn quite a collection in the 30 day grace period! There is also a shareware powerPac the gives added functions.

One more I should have mentioned for about $20 with some pretty decent features and a user friendly interface isMusic Match Juke Box Plus. Best of these features-wise Cool Edit.

I’ve found CoolEdit’s interface to be quite clunky, and it doesn’t let you preview what it’s doing. For a smaller investment, I’ve used the following two tools to convert the audio tracks from LPs and old 45s:
Magazine in the UK called PC Plus (http://www.pcplus.co.uk) ran article on vinyl transfers a couple of month ago. You may want to check their site ‘cos they do run free software now and then.

I use Total Recorder: http://www.highcriteria.com It will save to many different formats including .mp3 and .wav. It’s a good product and comes at an inexpensive price.

Most CD-writers come with software suitable for lp recording, turntable will need either phono preamp to connect to sound card input or via output from amplifier, program Clean V4.0 from Steinberg may be bought withm preamp,
