Is it possible to Upgrade from Win 10 1511 to 1607   from ISO On flash drive after MS retire 1511 in case creators update became another MS nightmare, if so how to do it? ” steps needed ”
honestly i wanna wait till 1607 doesn have any problems as many ppl i know still have problems with Windows Update Refusing to Install Update 1607 it simply  fails every single time they try to install it, so i wont try unless i had to after they retire 1511

the answer is a resounding YES.

I’ve done a Win10 v1511 to Win10 v1607 AU upgrade using a ISO created DVD disc on my friend’s custom built computer back in late August 2016 and the upgrade went smoothly. I never do “feature updates” thru WU and always thru DVD/USB installations as those are smoother and less problematic.

If the 1607 upgrade works with a DVD install, it should also work thru a USB install though you should use Rufus to create a bootable USB flash drive
