Unwanted notice on IE 10 – “Speed up Browsing by Disabling Add-ons”

I am getting this window every time I open IE 10. I am requested to either “Choose add-ons” or “Ask me later” I have closed the window, made changes to the add-ons and closed, but I cannot eliminate this window. Any ideas.

This is not a terrible problem, but very annoying.
