After initial post I updated bot (German, English) articles, because the update has been offered on one of my test machines running as a virtual machine.
What I’ve observed, was, that I received after next login a notification to check my privacy settings in V1607.
So my guess is: This update prepares Windows 10 V1607 machines for upgrade to Windows 10 V1703 (Creators Update). That would be the explanation, why not all user are seeing this update. But maybe I’m completely wrong …

ManagerAugust 29, 2017 at 11:26 am #131072Several weeks ago, I had all but one of my 1607 AU VMs set to “defer feature updates.” None of them received the “privacy notice” update (don’t remember the KB#, maybe ended in 17 or 37?) but all were automatically upgraded after MS declared 1607 CBB (CBL, whatever). The privacy settings came at the initial login to 1703.
The one VM I had not set to defer feature updates, however, did receive what was listed by MS at the time as the “privacy settings” update. It did not automatically receive the 1703 update when the others did. Since I wanted it to go ahead and update, I then checked to “defer feature updates” and that initiated the auto update – who knows!
Anyway, perhaps it depends on how you have the “feature update” setting whether or not you get the notification update.

KB4033637 just determine that your system is ready for upgrade, but it doesn’t include or offer the privacy settings or the upgrade

Mr Brian was a few minute to fast – I was just loggin in here to say, that the package has been updated. Our guesses was right (and more precise) than the details MS released today.

You can do a Google search for Windows10.0-KB4033637-x64-v1.005.cab. If you download that file, you can then inspect it with Microsoft’s CBS Package Inspector.
Funny thing (and I am still waiting an answer from MS on this): my machines got this KB4033637 but our WSUS did not sync it down from Microsoft! So I don’t know if there is a group policy setting that is somehow allowing my machines (and by extension the machines in our enterprise) to get patches directly from Microsoft.
