    My desktop is Windows 10 Pro version 1809, up-to-date with patches.  “Standard” video players VLC and Windows Media Player work fine.  Videos in browsers work fine.  Playing a motion-sensed activity within the Ring app shows only a black screen as the video timeline moves across the window bottom.  The Ring app does work on my Surface Pro 4 with the same Windows version.  I also have a special viewer to play videos from my dashcam with GPS information.  That player works fine on my Surface.  When I install it on my desktop, its menus are all Asian ideograms.  If I try to play a video (used the Surface version as “template” to figure out how to play a video on the desktop), absolutely nothing happens, not even a moving timeline.  I’ve tried the basic approach of uninstalling and reinstalling with no luck.  I ran the C++ refresh program; no change.  All I can say is, help please.

      Did the apps work properly on your desktop before?
      Can you revert to that Win10 state—Sys Restore, disk image, 1809 30-day rollback?

      I’m only guessing:

      1. Surface has a CODEC which desktop doesn’t. Try these if you don’t have them already:
      K-Lite Codec Pack [get the FULL or MEGA pack]
      Media Player Codec Pack [use Expert Installation choice]

      2. Surface’s graphics system—hardware & software—is playing better with your apps than Desktop’s graphics system. Try rolling back a desktop graphics driver to an earlier state.

      3. Try a different player like PotPlayer.

      Thanks for your reply.  No, the apps (Ring app and the Rexing dashcam player JMS DVR GPS Player V3_2.13 Release) have not worked properly before: empty – black – video window from initial install forward.

      I’ll try your suggestions in the next day or two and let you know results.

      I tried both sets of CODECs – neither helped.  The PotPlayer works perfectly, as does VLC, but neither shows the GPS frame (map and telemetry) that the special JMS DVR GPS Player does, but neither was deigned to, so no surprise there.

      Any other ideas?
