Tracked changes that can’t be reviewed (2002/SP-1)

This Word 2002 document displays change bars in the margins, but when I try to review them (using Next on the Reviewing toolbar) Word says there are no tracked changes to find. These changes are all of the formatting type, and the change bars disappear when I deselect the Formatting option from the Show button. Sometimes they disappear when I turn Track Changes either on or off.
Is this normal Word 2002 behavior? Are certain kinds of formatting changes not reviewable?
