tool to optimise TFT monitor output?

I seem to recall about a year ago, Microsoft issued a tool that assisted with optimising the output to LCD / TFT monitors.

Does anyone else remember this? And can you remember where to find it?

For an on-line tool go to ClearType Tuner Step 1: Turn on Windows XP ClearType. To install the XP power toy go to Microsoft PowerToys for Windows XP.
