Has anyone used the JOURNAL portion of outlook as a means of time keeping for budgetary purposes?

I would stringly recommend using Journaling for ANYTHING. It eats resources.

I keep about six months worth of journal information — Word and Email only. Archive the rest. Is there another way to keep time records on Outlook without buying a time keeping software?

Have at look at calendar in a table view, like “Active Appointments”. You get Start and End time by default, and Duration is available via Field Chooser. You can format the display in each column to suit. You can filter the view to show only relevant times by using categories and excluding categories, for example.

Not sure what you mean by “budgetary purposes”. If the above is inadequate, and you have Excel, then you can set up a more sophisticated time tracker, or you could hunt around for a freebie someone else has done.
