‘sync setting’ is not available in windows 10

I was trying to check my sync settings in windows 10 home. When I open setting/ sync/, I get notice that it is not available.  check with systems administer. this is a home computer. I am only admin there is. Any ideas what is causing my problem??

Sync settings only works if you sign into your computers with a Microsoft Account:
