Start menu folders dont expand

I have pinned a couple of folders to the 1st section (page) of the start menu. But clicking on them opens explorer at that folder rather than simply expanding the folder. If I click on the start menu ‘All Programs”, identical folders expand as they should. How do I get the 1st page folders to do that?
The option in Start Menu properties – ‘Open submenus when I pause on them with the mouse pointer’ is selected; but I can pause there until the cows come home – nothing happens.
