    I am running 64-bit Windows 7 Home Premium. I cannot access my Start Menu – get a message that it is not accessible – access denied. I am logged on as administrator; I have confirmed that permissions are in place.

      Maybe a little more information is in order. How old is the computer? Are you accessing from the desktop or elsewhere? Have you tried checking the safe mode to see if it is available there? Have you run any AV programs or Registry programs? Can you run any of the built in diagnostics/trouble shooting programs?

      My machine is about 1 1/2 years old, an HP machine with an AMD quad-core processor. I am accessing from my desktop. Safe mode response is the same, i.e., access to start menu through the file system is denied. I am running Norton Security Suite. I have not run any registry programs or built-in diagnostics – not quite sure where to go with that.

      When you are at the desktop, click on the orb. Does it open? If so, in the explorer search bar type “troubleshoot”. If any troubleshooters come up run them. If not and you can acces “computer” open it up so you can see the hard drive, right click on it, got to “properties” and open, then find the tab for “Tools” click on it and click on “error checking” and run that. There are several other diagnostic tools built in (I hope) that might be available to try, if this doesn’t work. One would be to restart your computer, hit F12 while in the black screen (as soon as it starts) and see what diagnostic tools are available to you.

      If your computer is 1 1/2 yrs old, I suspect it came with Vista. Did you do a clean install to up grade to Win 7? It almost sounds as if you’re running two OS and they’re squaking at each other. If that is the case one of our more erudite monitors will want to step in to advise.

      I am running Win7 32 bit, so I’m not sure about the 64 bit version, but try this path:

      “C:UsersUSERAppDataRoamingMicrosoftWindowsSt art MenuPrograms”. It opens fine for me.

      Assuming windows is installed on the C drive, can you access C:usersyour user IDappdataroamingMicrosofwindowsStart Menu ? If not, try changing ownership to your userID.

      I can access C:usersyour user IDappdataroamingMicrosofwindowsStart Menu and have no problem. However, when I click on the Windows Icon in the lower left corner and click on “All Programs”, there are entries that are not in the C:usersyour user IDappdataroamingMicrosofwindowsStart Menu location. I tried a similar path for “All Users” and found the remainder, which I can access. Thanks for the help. I think my problem (aka my skill level) is solved.
