I have seen some PCs that show a little green message “CAPS LOCK ON” on screen when the caps lock is pressed – how do I set this up? Is it a windows thing or a keyboard / monitor hardware thing?

It is a keyboard driver thing. You need to check with the hardware vendor for the keyboard.
