    Windows 7 Pro, SP1.  Sep 10 updates were downloaded and installed.  Servicing Stack Update (KB4516655) failed but the other KB updates were successful.   When I try running update again to clear the failure KB4516655 does not appear and MS reports no new updates available.   MS help page says this update will load and install automatically when update is run but it does not.  Any ideas ??

      First, check Installed Updates (not Update History) and see if KB4516655 is listed. It may have installed after the other updates finished.

      Servicing Stack Updates have to be installed exclusively (by themselves). They will not show up until there are no other pending updates in the Important Update list. If there are any other updates in the Important Update list, hide them temporarily and check for updates.

        Hi PK,

        I have not been experiencing operational problems or errors but wanted to prepare for the Sept update. I have always installed Important Updates when presented without hesitation. Some install failures in Aug had to be repeated to Success and then I came on here to be enlightened to the recent Microsoft shenanigans.

        The only Servicing Stack update intalled on my Win 7 Home Premium SP1 64 bit (Acer E1-572 laptop) is KB4490628. KB4516655 was never presented for update. Incidentally KB3133977 was never installed either and presumably not presented for update too.

        Then following your advice:

        Servicing Stack Updates have to be installed exclusively (by themselves). They will not show up until there are no other pending updates in the Important Update list. If there are any other updates in the Important Update list, hide them temporarily and check for updates.

        … …I hid the latest 2019-09 important updates (Sept patch plus KB4474419) and checked for updates and the 2019-10 Quality Roll-up is presented. I tried to retore the hidden ones but nothing appears. I then hid the 2019-10 and when I checked to retore hidden updates again, 2019-10 is back again for selection.

        What would you advise my next steps should be?

        Do Servicing Stack Updates get rolled up and I am not seeing them?

        Why is it customary for MS to use the KB codes more than once as evidenced in the Malicious Software Removal Tool updates?

          For the Servicing Stack update to appear, there must be NO (=NOT ANY) pending updates (checked or unchecked) in the Windows Update Important update queue. That means you have to install the updates OR HIDE them until there are none left (except the SSU which will then show up).

            Powering up this morning it is obvious a reboot is required for this to happen.

              The Servicing Stack is an Important recommended checked update.

              We do not recommend installing any optional unchecked updates.

            Thanks for your advice. Haven’t been able to update in a long time. Had no ssu installed and could not install roll ups, etc… So I followed your advice and hide everything. This was a very long process. Each time I hid something, one or two updates would pop up and I would install them and reboot. Once or twice I got 4 to 6 updates that would show up. I updated by date and never more than three at a time if they were within a month of each other and always reboot. Finally I got to a ssu and it would not install. So I his it and the process continued. finally I had 3 ssu updates that I had hid and nothing was else was showing up. I tried to install the oldest update, it did not install. So I had not rebooted in a couple of times because the updates did not “require” it. So I rebooted. Then tried again, but first I exited my anti virus/firewall program, ZoneAlarm. I do not know if that made the difference because I did not try with my AV program loaded. But, it did install. So.. I rebooted and clicked on WU again for the umpteenth time. And.. then I restored the other SSU but, the only one showing up now was the January 20 SSU. So I installed it, same procedure, it installed. Then I restored all the other programs which now was only a few, 3 or 4 and had no problems installing. Rebooting every time. Now I am completely up to date. I thank you very much for your excellent advice. I hope this helps somebody. Again, thank all who gave advice, I read all, and I am thankful for this excellent site with so many very knowledgeable and helpful people.

        PKCano, help wanted. You say: check Installed Updates (not Update History). How do you ckeck installed updates? I thought you can only look at Update History? Thanks four your answer!

          You can find Installed Updates two places:
          On the main Windows Update screen, in the lower left corner, click on “View Installed Updates”
          OR
          Control Panel\Programs and Features\ on the upper left “View Installed Updates”

          You can sort the list by column by clicking on the column title. It is a toggle that flips back and forth ascending/descending. You can alsomove the columns to the left or right by dragging the column title. So sort by name or date to make it easier to find what you are looking for.

      Hi, This has happened to me as well, in fact it happened today and I cannot install this update, I’ve checked to see if it had already installed which it had not and I also downloaded it manually to try it that way and that failed to, now I have no idea what to do, I just can’t install this update, I also keep getting this error code 80092004 when I try to install it.

        What August and/or September updates have you installed?

        Verify these updates are installed on your computer:
        KB3133977 (2026 Bitlocker patch)
        KB4474419 (SHA-2 coding update either dated 8/12-13 or 9/10)
        KB4490628 (3/2019 SSU, it will be superceded by KB4516655 when installed)

        Have you tried this method?
        Servicing Stack Updates have to be installed exclusively (by themselves). They will not show up until there are no other pending updates in the Important Update list. If there are any other updates in the Important Update list, hide them temporarily and check for updates.

          There is a ‘Chase-22’ involved, concerning the installing sequence.

          These September Updates have this instruction —
          –> 4516065 – Monthly Rollup – ‘strong recommendation’
          –> 4516033 – Security Only – ‘must’
          before installing the (whichever, above), first install
          4516655 – Servicing Stack Update, and
          4474419 – SHA-2 Support (September version);
          and then Restart.

          Therefore, it looks like the safest {recommended | mandatory} sequence is:
          1 – SHA-2, September edition. Install, or hide, everything else, so that (2) appears.
          2 – SSU, September edition. Restart. Unhide any hiddens.
          3 – September: Monthly or SO.

          Note that these comments are just for the Windows Updates. Other products (dot-Net, Security, Office, MSRT, etc.) install independently of these: either with (1), or with/after (3)

            But SSU KB4516655 wont’t install and the other Sept updates are already installed., so that won’t work.

            My experience:
            Win 7 Home Premium — Lenovo tower (not laptop) — Ethernet only (no wireless; reference to a problem reported below, #1948653)
            Home use — Group A — current through August updates
            3133977 – Bitlocker – not installed; not applicable (not domain, no FIPS; not ASUS)

            Windows Update: offered Office, dot-Net (update package, and 4.8 (not previously hidden)), SHA-2, Monthly Rollup, SO
            Hid: dot-Net 4.8, Monthly Rollup, SO
            Accepted: Office, dot-Net update package, SHA-2
            Installed updates. At end, it required Restart.

            Windows Update again: offered SSU (only, as advertised)
            Installed the update.
            At end, it did not require a Restart, so I went directly to Restore hidden.
            Unhid: 4516065 – Monthly Rollup. Have not installed it, pending further developments.
            Interestingly, 4516033 – Security Only – has disappeared: not in Hidden list, not offered.

            Observation: A Restart was required after SHA-2. Sequence suggested previously was based upon MS documentation, which I interpreted to mean after SSU. But SSU is stand-alone, and is not offered concurrent with SHA-2. The documentation is misleading at least. IMO.

          Thank you. The “hide important updates, then rescan” method worked for me. I had to work my way back in time, hiding each next-older important update until the previous SSU installed, then worked my way back forward, unhiding updates as I went.

      Hi PKCano, I had a look to see if I had Installed the update (KB4490628), that was one of the other ones that didn’t install, I gave that one another try and it installed this time, I have no idea why it didn’t install last time, so after that one I tried (KB4516655) and that also installed.

      So thank you for that, I do have another question if I may, I haven’t installed any of the Monthly Quality Rollups on my computer, the reason for that well a friend of mine decided to put one on his computer after he had done that he needed to reinstall windows because the rollup bugged his system, so do I need to put these on computer? and why are they so big?.

        To answer your last question first, they are so big because they are CUMULATIVE. That means the second one contains the first, and the thire one contains the first and second…….and #15 contains #14, #13, #12, #11 and so on.

        Yes, you need them on your computer for security reasons. When did you stop installing updates? If it was several years ago, it is a long process to catch up. If that is the case, you need to create a Topic under Winsows 7 and get individual help. It would be off-topic here which is about the Servicing Stack.

      KB4516655 broke my wireless! Win 7 pro 64 and a Netgear A6100 wireless adapter. I have the latest driver, but after this update, the device was barking about an invalid digital signature and would not load. The usual install / uninstall, device manger force manual install, no good. Had to roll back to before this update and then unselect it.

        Wow. That is weird. I would have never thought that a simple SSU for Windows Update would be able to invalidate the digital signature for an installed device driver. One would think that the SSU would only affect Windows Update and nothing else.

        Are you sure it’s KB4516655 and not the monthy rollup KB4516065?

        because SSUs only affect updates installation, not the system functions

      I started this thread with the SSU problem but it now appears that MS has managed
      to [bork] this Tuesday update package. After KB4516655 (SSU) was finally
      properly installed using PKCano’s suggested fix I then installed the Security Update
      and the Rollup. When Windows 7 restarted the proper % countdown occurred, the”Please Wait” screen appeared as expected but when the “Welcome” screen appeared the spinning circle stopped spinning after about 6 revolutions and 30 minutes later there was still no desktop screen. I killed power and restarted. When the improper Windows shutdown screen appeared I selected “Start Windows Normally”. It did, and when I checked
      “Installed Updates” the Security Update (KB4474419) indicated “pending”. I rebooted
      and the same “Welcome” screen lockup occurred. After another kill power and
      “Start Windows Normally” sequence Windows came back to life and the “Installed Updates” showed KB4474419 as “Failed”. That is how it is going to remain until I figure
      why it causes the “Welcome” lockup.  Any ideas or comments??

        Thirty minutes of patience might be insufficient. Withing this calendar year were reports of 45 minutes to an hour wait time. I suggest sfc /verify from elevated administrator permission. If that returns errors use /scannow; if it returned no errors, use Windows update again, and extend patience to 75 minutes. After that fails, further troubleshoot is indicated.

        See here. You may have to: back out 4516065, then try SHA-2 again (alone) (requires a Restart), then 4516065 again.

      The Servicing Stack Update (KB4516655) shows successful as does Rollup (KB4516065).  The problem child seems to be the Security Update(KB4474419) showing “pending” then “Failed”.  How do I back out the Rollup (6065) so I can then try installing the Security Update?  The earliest restore point available to me is after all these problem updates were downloaded but before their installation began.  If I restore to that point will all the updates simply try to install as if the sequence was normal or can I block the installation of the Rollup until the Security update is complete and a normal restart has completed?  Sorry if I seem a bit cloudy on the process.

        Is KB3133977 (2026 Bitlocker patch) installed on your machine? You need to look in Installed Updates, not in Update History.

        There have been three versions of KB4474419. Are any of them installed on your machine? Look in Installed Updates and find the date(s).

            Yes, you can get it from the Catalog. You also need Servicing Stack KB4490628 installed.

            KB4490628 was already installed on 5-5-2019.  The download and install of KB3133977 went fine. So now I have both KB3133977 and Kb4490628 installed as you advised me to do.

            Now, can I do the same for KB4516655 as I did for KB3133977?  That is, just go to the Microsoft Update Catalog and down load and install the proper version of KB4516655 for my machine?

      I found KB3133977 installed 2/1/2017.  There is 1 KB4474419, date 8/13/2017, in the installed listing,  and the failed KB-4419 from 9/10/2019 in the history.  Hope that is the info you asked for.

        Leave the later version of KB4474419 alone for now and consider yourself through unless something else shows up in Windows Update. The one from 8/13 should be sufficient for the present. Perhaps the other will install later.

      All updates installed on 3 PCs running Windows 7 Home Premium: –

      KB4514602, KB4516065 and KB4474419. Downloaded KB4522007 manually and installed.

      Then KB4516655 showed up, installed. No problems at all.

      I did have to perform 2 Restarts. Hope this will help someone.

        Was KB4516655 offered in the Windows Update Queue or did you download it from the Microsoft Update Catalog?

        Please verify you have these three updates installed : KB3133977 (2016 Bitlocker parch), KB4474419 (SHA-2 code signing dated 9/9), and KB4490628 (SSU)

      I have a similar but slightly different issue with KB4516655. It shows as installed on my Server 2008 R2 SP1 server, but now I’m getting an 80070490 error. When examining the CBS.log file, the error appears to be the WUAgent (snippet below):

      I’m sorry to jump in here, but I’ve only just heard about servicing stack updates, so I’m clearly out of date. However when I try to download the newest one, before I do any more updates (see if it saves me the trouble I had last year when my laptop was rendered virtually useless and I had to do a whole rollback) can somebody help explain it to me? I’ve been to the ADV catalogue and I’m on a x64 but when I try to download it it fails and says it’s not compatible, as it’s the bit that apparently is supposed to lay the ground for updates to be successful I don’t know what else to do.

      What version of Windows?
      What updates have you installed? You may need previous updates before the SSU will apply.
