security Error (2003)

I have a database that has been converted from 97 to 2003. It is secured using the wizard. In the past, several users could be in the system at the same time…now…they are getting an error message that it is being used and they can get in it.

What do I need to do to allow multiple concurrent users in 2003?

Do users have modify permission on the folder containing the database?
Do the users start the database using the secured workgroup information file (.mdw)?
