      This known issue goes back to the November 27, 2018 quality update.

        Interesting. You’re absolutely right.

        The official acknowledgment originally appeared in the Nov 27 cumulative update, KB 4467684. And it hasn’t been fixed.

          I think it’s due to KB4480977 (preview of next month).  Getting reports that after installing it on Server 2016 that it causes hangs in VMs if you attempt to stop them.  Supposedly being talked about on slack channels, but I can’t find chatter here, on patchmanagement.org or in forums.
