A friend is trying to reinstall WIN 95 over itself. He has disabled norton antivirus, and closed all programs except SYSTRAY and EXPLORER. When he clicks on SETUP on the WIN95 CD, he gets an error message as follows: “Some control panel or device settings have changed since you last started windows. Close all of your programs, restart windows, and then run setup again.” Any Suggestions????

Having been down this road a number of times only to replicated the problem in the refreshed system, I have learned not to re-install over the existing system.

To save time I copy the installation onto the hard drive, reboot to DOS and use the DELTREE command to delete everything, leaving the WINDOWSCOMMAND directory to last. Run the install from the directory I copied the install to and finally re-install all software.

It’s the long way ’round, but I find it is the only “safe” solution once Windows is so screwed up that it needs to be re-installed.

As for your current problem, have you removed everything from the Startup Group and checked what is running in the back-ground. Guess you have from you post, just confirming.
