Is there a way to stretch the Quick Launch toolbar. It will only “hold” three short cut icons and then adds the double arrow showing that there are more short cuts available. I used to be able to stretch it wider with WIN 98?

There sure is – to do it though, you must first right-click on the taskbar and clear the checkmark next to the option reading Lock the Taskbar. The same holds true for Internet Explorer 6. This will allow you to resize at will, and if you get it just so, lock it again.
