I have a report that groups Categories,
If I don’t have any records for CAT01 or CAT02, how can I still produce a blank line in the report for those categories?

The basic idea is that you have to base the report on a query with a left join between (a table or query returning unique categories) and (the rest of the data). The left join forces the query to return ALL categories regardless of whether they contain data. How exactly to organize this, depends on the tables and queries you already have.
