Office 365 and Microsoft 365 has a service called “safe links” where it prescans the urls that users receive in emails. Per the Microsoft 365 twitter

I’m going to disagree here and say you shouldn’t be using safe links. It encourages bad behavior like clicking on a link just because MS says it’s safe without thinking about whether the email is legit or not. Users also can no longer hover over links and check the URL before clicking. It’s one of those feel good technologies, it makes us feel safer because MS says the links are safe. I mean look at the URL, it has the words “safe” and “protection” right in there, so it must be safe, right?

You can use http://www.o365atp.com/ to convert.  But I’d rather ensure that something prefilters links.  IMHO you can still see what the url is, it’s just a matter of education of what to expect.  I still don’t urge people to click on everything, but it’s also good to have scanning too.

Only available for Enterprise/Education E5/A5 accounts? (No portal is included with Home/Personal accounts, or even standard business accounts as far as I can tell.)

There is a plan to change that right about now:

Beginning in October 2018 and rolling out over the next several months, when people are using Outlook Web Application (OWA) or Outlook, ATP Safe Links renders original URLs, not rewritten URLs. (We call this native link visibility.)
New features are continually being added to ATP
Hover over a link in Outlook to see the original URL even when protected by Safelinks.
Added to Roadmap: 6/26/2018 Last Modified: 1/25/2019

Office 365 is now part of the Microsoft 365 Roadmap
(I wonder if that change implementation could be part of the current outage?)

Not sure how I can tell this is a genuine link to an AskWoody comment, without a painful double cut and paste?

Can this be trusted to give a safe translation, as it’s not a Microsoft site (and registered via a hosting company, with no identity revealed on the page)?

There’s a basic portal in every account/even Godaddy.  What isn’t in every version is the ability to protect urls.  Safe links by default are only with either a subscription that includes ATP or if you’ve added it on.  IMHO ATP should be in every subscription offering.

Home or personal accounts can’t access portal.office.com:

Microsoft Accounts or personal email addresses don’t work here. Make sure you enter your work or school account (e.g. user@contoso.com).

          As I pointed out before:

Portal.Microsoft.com is only for work/school accounts.

Thanks for this.  I was trying to click on links in my email and they wouldn’t open.

Unrelated note but the Microsoft Update Catalog site http://www.catalog.update.microsoft.com is currently down at the moment as all the browsers I have (IE, Firefox, Chrome) generate error messages that they can’t establish a connection. Also checking for updates thru Windows Update seems to generate error messages as well.

update: I have also tried to do a Windows Update search on my relative’s Win7 computer from another house and Windows Update is also showing error message like error code 8024402C.
