Outlook new and edge do not load

Since upgrade several weeks ago have not been able to load Edge, New Outlook or Notepad.  Can load Chrome but only as administrator.    PC Manager only loads as administrator.

have reinstalled programs but no luck.

Any ideas.

Upgrade of what to what?
How did you upgrade?
Do you have a backup of the old system?

I see 2 options, assuming the hardware is OK.
1. Re-install everything from scratch.
2. Perform an “Over The Top” installation and save all apps and data.

A possible 3rd option is to remove the upgrade, but that depends on what you did and when.
