Outlook 2007 colored follow-up flags can’t use

Hello all,
I am using Outlook 2007 under Windows 8.1.
Yesterday I selected to upgrade to use color categories on follow-up flags. Nothing has changed. I can’t find anywhere to use anything except the standard Red-pink follow up flags.
I have closed and re-opened Outlook but still no sight of any coloured flags.

Is there something else I need to do?

Color categories are different from follow-up flags (in Outlook 2007), and use a square icon. See Actions, Categorize:

Thanks for the link. It however makes no mention of coloured follow up flags. I am talking about coloured flags not Color categories. T

In the properties of “Personal Folders” there is a button “Upgrade to Color Categories”. The message in the pop-up box is ‘Do you want to upgrade multicolored For Follow Up Flags and Calendar Labels in “Personal folders” to Color Categories? This can take a significant amount of time, depending on the number of flagged and labeled items in “Personal Folders”, but you can continue using Outlook during the upgrade. Yes No’

This states that this is intended to allow Follow Up flags to be green, blue and other colours. I’ve even seen screen dumps of the Follow up flag colour choice but it doesn’t work for me.
Any other ideas?

Colored flags only existed in Outlook 2003, not Outlook 2007:

If you assign a colored flag to an item in Outlook 2003 and view the item in Office Outlook 2007, the flag no longer displays that color (except in the case of red), but the flag color appears as a flat color block in the Categories column.

How flags from earlier versions are updated for Outlook 2007

I interpreted their message as upgrading to coloured flags; it appears they are really discussing upgrading FROM coloured flags.
