I hope this will help.

I have upgraded from Office 2000 to Office 2003, however I cannot access any imbedded or linked excel worksheets in my word documents. It tells me that the user does not have access privileges. I don’t have an internet connection at home becuase of where I live so I have to come to an internet cafe to go online. Is there any way I can solve this problem. Someone please help.
A linked worksheet might be attempting to access a document on the office server. Unless you have a VPN connection back to your office, the drive probably is not available. (For reasons not related to permissions.) If you do have a VPN connection, there might be a setting on the server that does not allow remote access to files. That would be a question for IT.
An embedded file should be accessible to you even if you are offline, so I suspect the problem is not with an embedded file. Can you verify that one way or the other?
Sorry, I was speculating that you might have multiple computers and obviously didn’t point that out directly.
Does the error message contain any other text or alternative explanations?
Is there any way to drag the Excel sheet out onto the desktop or into the file system and see if it can be opened from there? Obviously not a solution, but possibly a short term workaround if it works.
