Not enough quota is available to process this command

Windows 8.1
I am getting error “Not enough quota is available to process this command” whenever I try to run a simple cmd file (ipconfig /flushdns)–to solve another of the 20 problems I have with Windows 8.1.

Web research reveals many places saying the solution is to go into Sync Center> Manage offline files, and increase the space. The only problem is that I have Windows 8.1 Basic (not Pro or Enterprise) which does not offer the offline files management. Great.

So how do us low end peons solve this?
Is there any way in the registry to increase that space which we have no GUI access to?

User Action:

Close some applications and try again. If you still get this message, choose System from Control Panel, then choose Virtual Memory and increase the size of your paging file.

Because that solution isn’t provided by Microsoft in the top 2 posts of a search for “not enough quota is available to process this command” (sometimes searches include error 0x80070718)…

When moving files around to or from a redirected My Documents directory, the following error occurs: ” Windows Error 0x80070718: Not enough quota is available to process this command”

Thiserror occurs when the maximum quota has been reached for offline files.

RESOLUTION

1. Open up Control Panel. Navigate to Sync Center.
2. Click on “Manage Offline Files”.
3. Under the Disk Usage tab, click “Change Limits”.
4. Move the slider accordingly to allow more space for offline files.

The following Google search string was used to narrow the search to only microsoft.com
