I think what he means is April will be the first “normal” Patch Tuesday.
March’s Patch Tuesday will be a conglomeration of whatever has been held back from Feb, and in some cases, Jan and Feb. So it won’t be “normal” in that sense.

I wouldn’t be surprised if Windows released the next version on Tuesday sans testing, maybe even with the watermarks and expiration date included!
