Try the Homegroup troubleshooter at Control Panel, Troubleshooting, Network and Internet.

      These steps may help.
      1.
Open an admin Command Prompt – right click on the Windows flag and select Command Prompt (Admin).
Type this, not there are no spaces other than the one after “dir”:
      dir C:WindowsServiceProfilesLocalServiceAppDataRoamingPeerNetworkingidstore.sst
You should the file. If so type this.
      del C:WindowsServiceProfilesLocalServiceAppDataRoamingPeerNetworkingidstore.sst

      2.
You need to open “services.msc” to check the services.
Press Win R to open the Run prompt.
      Type services.msc

      cheers, Paul

There will be errors in Event Viewer showing why Peer Networking wouldn’t start. Look around the time of the failure message.

If you look at the properties of the Peer Networking Grouping service using services.msc you’ll see it has two dependencies – Peer Networking Identity Manager and Peer Name Resolution Protocol. Each of those need to be running with Identity Manager being started first.
